Standing around during a city cycling tour

I went on a commercial bicycle tour in Guangzhou, a four-hour trip across the city on share-bicycles. We spent more time visiting sites and standing around listening to guides than we did cycling. I kept wanting to open up and ride, but we had to go at the pace of the slowest member. And then we kept stopping to look at something which our guides would describe at length. It wasn't a bad tour or a bad day out, but after  riding at length it seems I wanted more of a work-out than a tour.
